• The government originally planned to attract AMD 129.4 billion from foreign countries and international organizations in the form of loans and grants for co-financing of 28 budgetary targeted programs.
  • Only 44.1% of the expected funding from international donors was fulfilled. Of the 28 originally planned projects, 6 did not receive funding from donors, 4 exceeded the originally planned funding, and 18 were implemented partly. At the same time, international donors additionally funded 7 new programs based on the adjusted state budget plan.
  • In 2022, the largest international donor of targeted programs of the RA state budget was the Asian Development Bank with AMD 20.4 billion of funding (36% of the total), followed by the World Bank (AMD 15.1 billion or 27%) and the European Investment Bank (AMD 4.6 billion or 8 %).
